why India is not winning enough medals:
It's not that olympians in only developing countries suffer due to lack of funding and their reduced paychecks but in developed countries too like US they have to manage their expanses , live and practice in solitude (http://www.espn.com/espnw/sports/article/15421001/us-rower-megan-kalmoe-money-struggles-olympians) and are struggling financially to meet their ends. (http://www.usatoday.com/story/sports/olympics/2013/07/01/olympic-hopefuls-struggle-financially/2481569/)
Sports in countries like China,Britain,Australia are state sponsored(http://www.financialexpress.com/sports/rio-2016-olympics/rio-olympics-2016-abhinav-bindra-cites-britains-example-suggests-more-investment/349687/) and receive huge funding where as in countries like US it is shocking that sportsman has to raise their own money through various crowdsourcing platforms (https://www.gofundme.com/Competing-in-Rio/).
In US only few sports receive a good chunk of funds from state bodies there are private organisations and bodies who sponsor athletes like thousands of private gyms for Gymnasts and Swimming.
Not every sports gets the same treatment, and thus the athletes.A swimmer or a NFL or a NBA players may earn heavier paycheck than sports like rowing, skating thus making the players in it at disadvantage in terms of sponsorship.
Sports in India are also funded by National sports Development fund, but along with insufficient allocation the body is blamed for its inefficient allocation (http://www.indiaspend.com/special-reports/not-playing-spoilsport-budget-2014-sports-25523).As it is clear from the graph that most of budget goes in renovation and maintenance of stadium and not to the training ,coaching, diet and equipment of athletes.
Other concerning thing is Sports is a state subject so the Ministry allocates funds to the states to be further spent on athletes which most of them don't.
Private bodies like MRF Academy, Mittal Champions Trust for Sportsmen and Olympic Gold Quest are also contributing to the development of athletes all over the country.
Inefficiency of National Sports Development Fund -Between 1998-99 and 2015-16 (up to 30th June 2015),[https://factly.in/national-sports-development-fund-nsdf-raised-meager-158-crore-18-years/] a total of 157.88 crore rupees was raised by the NSDF,which clearly shows that the department did not make sincere efforts to reach out to the corporates and Public sector for contribution to sports.
Finding Our strength :we need to find those sports which we are good at.As can be seen form the performance of Kenya and Jamaica both are undeveloped countries but have found their strength and has produced world class long distance runners and sprinters.
We have earned most of our olympics medals in Wrestling and shooting and once dominated Hockey and recently in badminton ,thus it need to be ensured that these sports are developed to the olympian level to ensure our medal haul in future and that doesn't mean to cut funding for other sports but be allocated based on performance level of athlete in them.
There is also a need to develop crowdsource funding platform for sports which are not so popular like rowing and marathon where many athlete have potential to win medals for country. like GoFundforME in US.
